Haig Balian travels to Batticaloa, and finds a city gripped with worry. Amidst this tension, the people here voice their desire for peace. A human peace chain has been organized by local organizations, who say that 25,000 people are taking part. They have good reason: Batticaloa is a city on the edge. There is a palpable fear here that the worst days of the 1990s, when 'disappearances' and skirmishes were part of a daily routine, are set to return.
