IDPs from Muttur make it to Negombo

The people of Elpitiya are using what’s known as “direct democracy” to ease the racial tension that is causing problems between the Singhalese majority and the Hindu Tamil minority in their community. This conflict resolution method involves all stakeholders of the dispute and requires them to come together and discuss the issue in order to find a common solution. This is a very old method but one that lends itself well to the modern problems faced by small but ethnically diverse rural settlements such as Elpitiya. This initiative is backed by local organisation Sarvadoya as well as others and has been implemented in over 50 communities across Sri Lanka. |

Armed conflict between Sri Lankan government security and proxy forces and the Liberation Tigers of Tamil Eelam (LTTE) has continued to result in deaths, displacement, and injuries. As part of the fourth session, Human Rights Watch has urged members of the council to place UN human rights monitors on the ground to document the deteriorating situation in the country. RADIO: I noticed that you sort of identified one or two major reasons, or predominant concerns among the IDPs. The chief of which seems to be physical security. WALTER KÄLIN: Exactly. Wherever I went internally displaced persons seem very very insecure for very good reasons. Whereever I went, women have been killed, have been abducted, disappeared, or have been detained a long time without prospects of being released. It’s these kinds of human rights violations, and they are committed from all sides, and I have to say they cause a lot of anxiety and insecurity among the internally displaced persons. I went to camps where people told me how during the night men coming to the camps very often being very violent, abducting people. There are in addition still ongoing acts of violence committed by the Tamil insurgents, bombs that are exploding. And then very heavy handed reactions by the security forces – people being rounded up, detained. And all of this really creates a pervasive sense of insecurity and fear. U.N. RADIO: Now in your report you say that the government has begun to take some efforts including recruiting local and Tamil speaking civilian police. To what extent has that helped the situation?
WALTER KÄLIN: These confidence building measures have really just started. The government, in cooperation with the international community, in particular with UNHCR, has developed what I consider to be, quite a good plan at confidence building measures. But they are just being implemented now; it’s too early to see a real impact. Nevertheless, that’s the only way ahead to rebuild confidence, to win the hearts and minds of these people and not to treat them as suspects because they had been under Tamil control for quite a long time. |

15 January 2008 Renewed fighting between Sri Lankan government forces and the insurgent Liberation Tigers of Tamil Eelam, or Tamil Tigers, has reportedly taken more than one-hundred lives since the beginning of this year. Sri Lankan authorities say most of those killed were Tamil insurgents. The Sri Lankan government announced earlier this month that it was terminating the 2002 cease-fire agreement brokered by the Norwegian government. “Ending the cease-fire agreement will make it more difficult to achieve a lasting, peaceful solution to Sri Lanka’s conflict,” U.S. State Department spokesman Sean McCormack said in a written statement. |

Judging by the recent escalation of violence, many fear that the country is teetering once again on the brink of full-scale war.
In collaboration with the South Asian Journalists Association (SAJA), Asia Society hosted an in-depth discussion of this emotionally-charged conflict. Sharing their perspectives, speakers Asoka Bandarage, Professor at Georgetown University; Ahilan Kadirgamar, Spokesperson for Sri Lanka Democracy Forum; and Rajiva Wijesinha, Secretary General, Secretariat for Coordinating the Peace Process, assess the ramifications of the withdrawal from the ceasefire agreement, the implications for the APRC Proposals and political devolution, human rights violations, and opportunities for rebuilding trust where so little currently exists.
The discussion was moderated by V.V. Ganeshananthan, a journalist and fiction writer whose first novel, Love Marriage, will be published by Random House in April 2008. |
